Korea Academic Recognition Information Center (KARIC, hereafter) of the Korean Council for University Education (KCUE, hereafter) held the 2025 Workshop on Qualification Recognition for University International Admissions Officers on Friday, February 21, 2025.

The workshop aimed to enhance the understanding of qualification recognition processes among university staff involved in international admissions, by sharing case studies and institutional procedures related to recognizing foreign qualifications for international student recruitment. This year’s workshop focused particularly on Transnational Education (TNE)—a topic of growing importance due to the regulatory, legal, and quality assurance complexities involved in recognizing qualifications earned through cross-border education.

- University representatives: 60 admissions and international student recruitment officers from universities and junior colleges

 

Ms. Minah Park welcomed the participants and speakers and stated that as the demand and supply of TNE expand and its formats become increasingly diverse, it is important to continue exploring this area. She expressed hope that the workshop would serve as a valuable opportunity for university staff to deepen their understanding of TNE and qualification recognition.

Following her remarks, Ms. Minkyung Shin delivered a presentation on the definition and key concepts of TNE, as well as important considerations in the TNE qualification evaluation process.

This was followed by two presentations: Firstly, practical case studies on how  New Zealand Qualifications Authority (NZQA)  evaluates TNE qualifications  from  Ms. Zahra Lacsamana (Senior Credential Advisor) and Mr. Henry Stephenson (Credential Evaluator) from the NZQA. Secondly,  AUT’s experience in TNE curriculum delivery from M s. Jae-eun Kim, Team Leader of the Ajou University in Tashkent (AUT) Project Team.

 

As TNE qualifications involve varying regulatory approaches and quality assurance frameworks across countries, stakeholders may encounter challenges during the recognition process. Notably, as the Global Convention on the Recognition of Qualifications concerning Higher Education, ratified by Korea in April 2025, includes provisions on the recognition of international joint degrees, KARIC  will continue to support universities in ensuring transparent and effective recognition of TNE qualifications.
